Finally retired Army Major General Jovito Palparan who was the country’s most dark force threatening the innocent lives since 2006 was arrested. He was captured under the Police Task Force Tugis early 3 am, Tuesday in Sta. Mesa, Manila. However the dark force still breathe, can still scape in the bars of Justice with Task Force Tugis’s hidden desire to gain minimal sufferings of their army.
 
Karapatan-Bikol still urges to let the “Butcher” suffer to the highest content of punishment equal to his violated human rights. He murdered and abducted several human rights defenders and activists such as Sherlyn Empeno and Karen Cadapan, Jonas Burgos and other human rights violations in the country.

When ordered to be arrested with the 2006 abduction of two UP students Sherlyn Cadapan and Karen Empeño, Butcher Palparan started to hide in 2011. The failure of Aquino Administration to capture him greatly affirms us Filipinos that Justice is still questionable under his administration and implements anti-people state.

Aquino’s offer of P2 million reward for his arrest is not enough to solve the rampant human rights violations under Palparan’s command and in Aquino administration. Still the state protects him despite his violation. According to an Army official, evidence gathered were not sufficient for his prosecution which is a joke.
The surface of Palparan is only an indication to improve his decreasing social rating and to implant to the minds of the people that his term extension is justifiable.
It is already overdue, Palparan must sentenced and they should follow the rule of law religiously. We call for the genuine justice for the victims under the Butcher Palparan and in Aquino administration.

Filipinos are still “Pacientes” under the rotten Regime of Aquino

Filipinos are still Pacientes of the rotten political system in Philippines with continues treatment of dosage of neo-liberal and neo-colonial policy scheme after President Benigno Aquino III again disclosed his neo liberal import dependent, export oriented projects during the State of the Nation Address (SONA) on July 28.

The summation of his SONA speaks the consistency of the Aquino administration to promote neo-liberal economy and justification of the Disbursement Acceleration Program (DAP) for the interest of its benefactors and foreign investors.

Instead of opposing the Supreme Court again, the president asked for a 2.606 trillion proposed budget for 2015 to fund his anti-people projects. He did not recognize the critics of his administration.

No concrete data or barometer that the inclusive growth of Filipino community really prospers. The positive audit rating mentioned by the President does not assure that it is beneficial to the masses but only state that the country is positive for foreign investment.

With the Pork Barrel King Noynoy Aquino at the forefront of corruption, his regime babbles on the deceitful “Matuwid na Daan” rhetoric in order to conceal their theft. Subsidized by public funds, Aquino the Lord of Thieves employs his Public Relations experts with the exclusive task of distorting the truth and depicting him as the “Nemesis of Corruption” in the face of glaring evidences of his theft and crookedness in government.

The Training-for-Work Scholarship Program of TESDA received DAP fund of 1.6 billion pesos. The government claimed it had 146,731 graduates out of 223,615 beneficiaries. Remember that it only generates skills trainings and manpower for the benefit of the multinational corporations. What we need is to develop national industrialization that boosts the full capacity of the student to help its own country.

The President proudly asserted the modernization of Armed Forces of the Philippines (AFP). There were brand new 8 Sokol Combat Utility Helicopters, 3 Agusta Westland-109 helicopters, first landing craft utility ship, 4 refurbished UH-1 helicopters, 2 navy cutter, 2 from 12 of FA-50 lead-in fighter trainer jets 8 Bell combat utility helicopters, 2 anti-submarine helicopters, 10 Agusta Westland-109 helicopters, 2 light-lift aircraft, 3 medium-lift aircraft, radar system, 17 refurbished UH-1 helicopters, M4 assault rifles and 50,629 units of M4. However the AFP modernization only aims for the internal security or the counter insurgency program.

Worst, Aquino’s regime intensifies militarization as its fundamental buttress in perpetuating power. Generals of the Armed Forces of the Philippines likewise bloat with the people’s money in exchange for their compliance in the armed suppression of the people’s resistance. AFP’s attacks on the lives and livelihoods of the people in the name of Oplan Bayanihan has the ultimate goal of quelling the people’s militant fight and keeping Aquino and his class in power. More human rights are violated.

The Aquino Administration already closed its doors to resume peace talks after mentioning to the public the arrest of two communist leaders last March 2014. He then proudly stated that peace already normalize in 13 provinces that was surged by NPA.

With that, BS Aquino did not intend to disclose human rights report to the public. The president did not condemn the human rights violators under former Gloria Macapagal Arroyo and even the perpetuators under the agencies of his administration. 

Under Aquino’s four years in power, Karapatan-Bicol has documented 1, 424 cases of human rights violations in the region. These violations have attacked 16, 232 individuals, 50 of whom are victims of extrajudicial killings.

Most human violations are rampant to those peasants. They were deprived by the right to claim for genuine land reform. Instead of food security, they eyed for food import as an answer. Support services of the government in agricultural sector were not clear instead they are asserting to pass the 2-year extended implementation of CARPER.

The people must impeach, forced to resign, denounce and fight the US-Aquino regime in its all-out sponsorship of the rotten political system which spawns corruption, deceives the people with the lies of “Matuwid na Daan”. The transformation he keep on asserting under his administration aims for full neo-colonial and neo-liberal policy that must put to end! ###

“Paciensya” will again be heard by the patients of the rotten political system in Philippines especially in Bicol region for they will experience the most destructive man-made disturbance on July 28. With the maximum sustained illegal DAP funds of P237.5 billion and gustiness on top of over P1 trillion in presidential discretionary funds, Philippines is now placed under Signal Of National Anxiety (SONA). Heavy rainshowers of lies and thunderstorms of false inclusive growth will create destructive storm surges not only in the Typhoon prone areas.

The people must impeach, forced to resign, denounce and fight the US-Aquino regime in its all-out sponsorship of the rotten political system which spawns corruption, deceives the people with the lies of “Matuwid na Daan”, and institutionalizes militarization as the state’s foremost fangs of oppression and primary defense of the ruling system’s evils.

Pork Barrel King Noynoy Aquino aka the Lord of Thieves employs his Public Relations experts with the exclusive task of distorting the truth and depicting him as the “Nemesis of Corruption” in the face of glaring evidences of his theft and crookedness in government subsidized by public funds.The ever-decaying ruling system gravely damages the people. There’s no sincerity on the Aquino administration to pursue peace talks that will answer the roots of the armed conflict such as deprivation of the genuine land reforms. The negotiation between the National Democratic Front of the Philippines (NDFP) about peace talks with the government is still suspended since February 2011. NDFP failed to resume the said peace talks through “special track” which tackles national industrialization and land reform last February 2013 since the government no longer recognizes the agreement.

Based on the data of Karapatan Alliance for the Advancement of People’s Rights, almost 192 are under extrajudicial killings; 21 forced disapperance; 94 torture caes; and almost 40,000 residents forced evacuated caused by militarization under Aquino administration.

In particular, Bicolano masses are enraged at the 9th Infantry Division Philippine Army’s brutal counter-insurgency campaign in the region. Those condemning Aquino’s evils, those resolute in advancing the rights and welfare of the oppressed and exploited, are the ones being attacked and targetted for murder by the mercenaries of the regime. Under Aquino’s three years in power, Karapatan-Bicol has documented 1, 424 cases of human rights violations in the region. 

These  violations have attacked 16, 232 individuals, 50 of whom are victims of extrajudicial killings.
To add, most of the martial law victims in the region suffer unhuman treatment and anti-people assistance during the unfinished schedule of claims in Albay last July 14-16. There were lack of information and they are being deprived with what supposedly theirs.

Meanwhile persons involved in human rights violations continue to enjoy their lives with high ranks in AFP. The latest promotion was with Col. Medardo Geslani as brigadier general . Geslani was involved in Maguindanao Massacre that killed 52 people, with 32 journalists.

But beyond battling human rights violations being committed by the AFP, the people ultimately direct their rage against the rotten ruling system. They remain firm in fighting in order to gradually defeat a rotten system that steals public funds, poisons the people’s minds, and assaults just struggles.

Balikatan Exercises 2014: Pittance Price for National Sovereignty

                The PH-US Balikatan Exercises 2014 in Albay ends today.  What benefit did the Albyanos get from the much touted humanitarian civic action that Gov. Joey Sarte Salceda was so proud to tell the public? Pittance! How much was spent from public funds for hosting Balikatan Exercises 2014? The US troops did not come here to Albay to do civil military operations (CMO) at the expense of the US government.     The Philippine Government spends for it in compliance with the Mutual Logistic Support Agreement (MLSA).

                The Balikatan Exercises 2014 demonstrates the patent subservience of the US-Aquino Regime ably supported by Gov. Salceda to US imperialism.  The timing was perfect.  It was conducted at a time of US President Barack Obama scheduled visit to the Philippines for the signing of the  PH-US   Enhanced Defense Cooperation Agreement(EDCA). The message is clear.  Regular presence of US troops can now be expected.  

Albay Provincial Government did what it is expected of it by its master - full hospitality and security for the US troops.   Layers of PNP personnel both uniformed and plain clothes acting as security guards were deployed in strategic places where the the Balikatan Exercises were held to   prevent the  organized opposition  against   PH-US Joint Balikatan  Exercises come near the sites.  Elements of 2nd IB PA conducting military operations to provide security   for US troops   participating in the Balikatan Exercises in barangays  Doña Mercedez, Malobago, and Sinungtan  in Guinobatan, Albay, harrassed and intimidated civilians in adjacent barangays and told them not to join rallies against Balikatan or face removal from the list of Conditional Cash Transfer(CCT) beneficiaries.  One civilian was even fired upon by soldiers when he ran to the comfort room to relieve himself.

The US troops doing   repairs of classrooms and medical/dental mission is a clear proof of Philippine Government gross neglect and dismal failure to provide for its citizens   sufficient provision to satisfy basic social services like education and health.  Bicol Region ranks third in the poorest regions in the entire country.  Albay province has the most number of malnourished children in public schools in the region.    But the provincial government of Albay has money for Magayon Festival 2014  to a tune of  P20 Million according to report.

With the PH-US Enhanced Defense Cooperation Agreement (EDCA) now in place,  a whole sale of Philippine national sovereignty to US imperialism was  almost complete.  US troops, arms, and war machines can now have unhampered   base access  in” Agreed Locations” in AFP military bases rent-free for unspecified time. The Filipino people will pay the cost of their stay and will bear the social cost   that the presence of US military bases will bring to our people.
 The Philippines is not for sale.

Karapatan-Bicol strongly condemns this atrocious act of harassment and intimidation of civilians committed by elements of 2nd IB PA in furtherance of the intense military operations conducted simultaneous to the 2014 Balikatan Exercises in Albay.

Elements of 2nd Infantry  Battalion, Philippine Army (2nd IB, PA)  conducting intense military operations in far flung  barangays  in the municipalities of  Guinobatan, Pio Duran, and Jovelliar in the province of Albay simultaneous to the GPH-US Balikatan Exercises 2014 committed gross human rights violations by  harassing and  intimidating civilians.  

On April  26, through  May 1, 2014,according to the report, Philippine Army soldiers  threatened the recipients of Conditional Cash Transfers (CCT) or the 4Ps  in Barangays Pood and  Balite of Guinobatan town   that if they will be seen in the  May 1 International Labor Day rally, they will be removed from the program.   Some Army soldiers    fired their rifles on Alwyn Naños while he was walking fast to the comfort room to relieve himself.  The soldiers were shouting, “NPA iyan! NPA Iyan!  The victim was shouting back  and pleading,” Sibilyan ako, Sibilyan ako!” but the soldiers kept on firing their guns aimed towards his direction.

Victims of these human rights violations accompanied by barangays officials reported to the office of Karapatan-Bicol and narrated the atrocious acts of soldiers against them.   After securing their testimonies, the victims proceeded to the Regional Office of the Commission on Human rights (CHR 5) for filing of formal complaints against the perpetrators.

In a local TV station interview, 2nd Lt. Albert Belingan,  head of the 2nd IB PA civil military operations (CMO)  weaved  lies to deny the accusations.   If it were true, said him, the victims should have reported the incidents to the 2nd IB PA headquarters for investigation.

It is most appalling that the Conditional Cash Transfer (CCT), a palliative program touted by the US-Aquino Regime to eradicate poverty is being used as a counter-insurgency tool by the military.  Intimidating the  4Ps recipients of removing them  from the program should they join the people’s legitimate exercise of their civil liberties violates their basic rights.  Moreover, it is the State responsibility to provide to its citizens the needed basic social services and the military has no right or authority to deprived them of such.

2nd Lt. Albert Belingan is so naïve to tell the human rights victims to report the human rights violation cases committed by State      security forces to the military.  It is ironic and dementing.  Everybody knows State security forces commit human rights violations with gross impunity.

The intense military operations in the barangays near the site of the Balikatan Exercises 2014 Engineering Civic Action Program (ENGCAP) in barangays Malobago and Doña Mercedes in Guinobatan, Albay clearly shows that this humanitarian civic action (HCA) is just a ploy for the covert joint military operations of the Philippine  and US armed forces.   It is a convenient component of Oplan Bayanihan, the counter-insurgency program of the US-Aquino Regime designed based on the US Counter-Insurgency Guide (US COIN) of 2009, funded and supported by the imperialist US through the annual $50 M US military assistance to the Philippines.

Karapatan-Bicol strongly condemns this atrocious act of harassment and intimidation of civilians committed by elements of 2nd IB PA in furtherance of the intense military operations conducted simultaneous to the 2014 Balikatan Exercises in Albay.  It equally condemns the GPH-US Balikatan Exercises, it latchets military operations that breeds human rights violations particularly and directly affecting the civilian population.

PARANOIA IN THE PNP RANK AND FILE

                Some PNP personnel of Legazpi City Police Station (LCPS) are suffering from paranoia.  Whether this malady, is the result of their training or sheer stupidity?

                Vince Casilihan, NUPL lawyer Atty. Duna Escio, and Redemptorist priest Rev. Fr. Alex Bercasio visited the protest camp of ALECO Employees Organization (ALEO) last April 11, 2014 night   in front of ALECO main office in solidarity with  the union members in their collective action against the ALECO management’s   defiance of the return-to-work (RTW) order of the Secretary of the Department of Labor and Employment (DOLE).

Members of AMSSO received a  report that  Police on duty  inside ALECO compound reported a brazen lie to  superiors  that “Vince Casilihan together with more or  less  seven (7) men and women  believed to be from hinterlands” were seen in the protest  camp  and even had a meeting with the protesting  ALECO employees.  

The paranoia that affects the PNP rank and file is so brazen that any legitimate protest action in   the exercise of civil liberties and in defense of human rights is given a red tagging.  The same malady also affects all of the State security forces. 

In our country where the culture of impunity prevails in the institutions in-charge of the operations of the   state security forces, paranoia aggravates human rights violations.

The protesting ALEO members are fighting for their rights under the Collective Bargaining Agreement (CBA) which was upheld by the DOLE through the return-to-work order.

The collusion between the ALECO Old Interim Board headed by Bishop Joel Baylon and Atty. Dondon Fernandez on one side; and San Miguel Corporation Global Power Holdings, Inc., through   Albay Power Energy Corporation (APEC), that presently manages ALECO by way of  unratified, illegal and deceptive concession contract   on the other side,   grossly violates the rights of the  protesting ALECO  workers and plunges their families into deeper misery  because they were not paid the salaries due them since September  2013 when they went on a strike until the present when the return-to-work order was issued by DOLE.  To these people managing ALECO the workers are expendable commodity. Their continued stay in ALECO is a menace and a threat to corporate greed and interest.    Thus, paranoia has crept even to the ALECO management.


What we have now in ALECO are the paranoid management people, ably supported and protected by the paranoid Old ALECO Interim Board, paranoid PNP, and paranoid politicians.

Caramoan 4, Victims of State security forces are having a heyday inflicting state violence on hapless civilians.

Karapatan Bikol- strongly condemns the massacre of Julio Labiano,  Rene Labiano, Salem Virtus,  and Jessie Brondia, small scale miners in Caramoan, Camariness Sur who were mercilessly killed by Bantay Kalikasan Task Force of Camarines Sur.

                The cold-blooded murder is another chilling case of political killing in Bicol.  The poor victims eke out a living by engaging in small scale mining in their barangay.  The perpetrators are members of the Civilian Security Unit (CSU) of the provincial government of Camarines Sur  assigned to Task force Bantay Kalikasan.   It is hard to dismiss that the killing is an isolated case and has nothing to do with the powers-that-be in Camarines Sur.   Small scale mining is hot in the eyes of politicians in the province and of the military.

The perpetrators did not only snap out the lives of the poor and defenseless victims but sent their families to farther destitution.  The massacre was intended to cause a shivering fear to those who may get the ire of those in power and to those who may knowingly or unknowingly stepped into the sphere of economic interest of the powerful ‘untouchables”.

Political killings continue with impunity. Perpetrators who are members of the State security forces are having a heyday inflicting state violence on hapless civilians. The victims of extrajudicial killings in Bicol now reach 46 under the watch of President Benigno S. Aquino III.  The list is  still growing as this government  turned a deaf ear to the national and international calls to put an  end to  political killings, end impunity,  bring the perpetuators to justice, and indemnify the victims of human rights violations.

Karapatan-Bikol demands   an impartial, independent, and thorough  investigation with due diligence on the case of the massacre of  the  four small scale miners of Caramoan and on all victims of extrajudicial killings and other form of human rights violations and bring the offenders to justice.

Karapatan-Bikol  joins other  groups  in the call for the ouster of Benigno Simeon Aquino III for incompetence in  protecting, upholding, defending and satisfying the comprehensive human rights of all Filipinos, for being ultra-subservient to US imperialism by unashamedly and unconscientiously implementing the US designed counter-insurgency program  Oplan Bayanihan (OPB) that kills and   maims Filipinos, uproot villages,   subverts due process by filing trumped-up cases, and effect illegal arrests and detention.

The PNP slogan, “to serve and protect” is a mockery

Karapatan-Bicol condemns in the strongest terms possible the warrantless and illegal arrest of Paul Vincent Casilihan, Karapatan-Bicol Spokesperson, Atty. Bart Rayco, Chairman of ALECO multi-sectoral Stakeholders’ Organization (AMSSO) and a member of National Union of People’s Lawyers (NUPL-Bicol), Hernan  Certeza of KMU-Bicol, and Karl Anthony Canata of  Youth Act Now    at around 1:45 PM of February 24, 2014 by  more or less thirty (30) PNP elements on order of P/Supt.  Rommel De La Rama, Legazpi City PNP Chief of Police.  

The arrest was made while Albay Electric Cooperative (ALECO) member-consumers and the multi-sectoral groups were inside ALECO compound  protesting the continued presence of San Miguel Corporation Global Power Holdings, Inc.,   a concessionaire for ALECO’s operations and management whose concession contract  with the old ALECO Interim Board  of Directors was  deceitful and invalid; and to invoke, defend and protect  the member-consumers’ collective  rights and interest as  the real owners of the electric cooperative.  

The arresting officers committed blatant violations of the rights of those arrested.  At the time of arrest the arresting officers did not properly and formally informed the victims of the alleged crime imputed to them, neither were they informed of their rights under the Miranda doctrine.

Moreover, the arresting officers manhandled Hernan  Certeza and Karl  Anthony Canata. The two sustained bruises in some parts of their bodies.   Atty. Madonna Gay Escio, who came for quick response to the arrest was shoved by arresting officers and   complains of pains at her left arm.

The highhandedness in the conduct of arrest and the brutality demonstrated by the arresting officers only shows the fascist character of PNP elements.  Such a display of force and arrogance by uniformed state security forces against unarmed civilians peacefully exercising their democratic rights   clearly proves that their respect for human rights is nothing but mere lip service.

For several hours after the arrest,  the victims were held at the PNP Legazpi headquarters without formal charges yet.   They were made to wait for the inquest fiscal to come.  No effort was made by the PNP Legazpi to facilitate the conduct of the necessary inquest.

Karl Anthony, a 17 years old student was brought by the PNP elements  to the City  Social Welfare and Development (CSWD) of Legazpi City.   When friends and the grandmother of Karl inquired of him in this office, those in the CSWD vehemently denied having him in their custody.  But when pressed further, they said they were told by PNP Legazpi not to confirm having custody of the student should somebody inquire about him.  The conspiracy by these two public institutions in withholding information is very deplorable.

Karapatan-Bicol denounces the lies and half truth  weaved by   Albay Power Energy Corporation  (APEC), the entity that manages ALECO for San Miguel Corporation Global Power Holdings, Inc., which the PNP Legazpi used in filing the trumped-up cases against the four victims of illegal arrest.  

It is very appalling that the incident of illegal arrest happened in the occasion of the 29th anniversary of EDSA people power.   The fascism of martial law years  is very much alive even today in the   State security forces.  


The  PNP slogan,  “to serve and protect”  is a mockery.  It serves and protects the interest of the few who are rich and powerful but violates the democratic rights of ordinary citizens.

“Monster in the uniformed state security forces again victimized civilians”
The monster in the uniformed state security forces again victimized civilians whom they falsely tagged   as rebels in an attempt to cover up a crime committed in violation of International Humanitarian Law (IHL) and Human Rights Law.   Henry C. Orbina and Bryan  Orbina Gallega, both employees of BMH Manpower Services working as nuts receivers to  client company, PeterPaul Philippine Corporation in Sorsogon  City, were fired upon by elements of the Philippine National Police (PNP) detailed at the  PNP Outpost in Cabid-an, this city last January 31, 2014.
                Henry C. Orbina died instantly due to multiple gunshot wounds.   Bryan Gallega was arrested, detained, and subsequently charged with two trumped-up cases at the Prosecution Service Office on allegation that a grenade and a .45 Cal. pistol were found in his possession.
                Witnesses, however, belie the accusations. Witnesses told Karapatan that immediately after the gunfire subsided, police officers entered the house where Bryan took temporary refuge, , ascertained the number of people inside, and asked for their names. Then they took and searched Bryan’s bag but nothing illegal was found.  The police officers, however, brought Bryan to the PNP substation in Cabid-an.
                At around 7:00 PM of same date, the victim was taken out of his detention cell purportedly for ballistic test.  But before he was able to enter the PNP mobile car, he heard one of the police officers saying, “patayin na ‘yan.”  Then a piece of black clothe was placed on his head. Trembling in fear, he was shouting that he was innocent and walked back to the PNP substation.
                To justify the arrest, PNP-Sorsogon City filed two trumped-up cases against Bryan Gallega for violation of the Comprehensive Law on firearms and Ammunition (RA 1059)  and violation of Explosive Law (RA 9516).  Both the Sorsogon PNP and the 903rd Infantry Brigade, Philippine Army through its commanding officer, Col. Kakilala are in chorus in  accusing the victims as  NPA rebels despite the certification to the contrary by the BMH Manpower Services.
                Karapatan-Bicol denounces and condemns in the strongest terms possible this act of impunity committed by State security forces in systematic violation of human rights and international humanitarian laws, a bloody trade mark of Oplan Bayanihan (OPB), the counter-insurgency program of the US-Aquino Regime ably sponsored and supported by the Imperialist US in consonance to the Us Counter-Insurgency Guide of 2009.
